Commission of Enquiry into the Construction Sector
The hard-working T&T Parliament administrative staff haven't yet received an electronic copy of the findings of the Uff Commission into the Construction Sector, complete with appendices, but they have scanned the main body of the report inclusive of the annexes. The PDF file is 13.2 MB and not yet posted on www.ttparliament.org, but I have requested and obtained the scanned electronic copy from the Communications Co-ordinator on behalf of the Clerk of the Senate.
It is available for download from here for your perusal, in case, like me, you prefer to view the full report rather than the snippets published in the daily newspapers. Afterall, it is likely to be one of the most significant campaign and post-election national issues, so citizens should be able to challenge any interpretations of the findings they hear over the next few months.
It is 512 pages long and would take me some time to digest. My own viewpoint will follow in the coming weeks. I must register my thanks for the Hon. Attorney General for breaking with tradition and laying the report in the Senate within days of receiving it, and to the Clerk of the Senate for authorising its release to citizens like me. I hope this forms the precedent for future commissions of enquiry.

All but the first few pages are blank
I only see text on the first three pages.

I just tried the link and was able to download and open the file, so I'm not entirely sure why you're only getting the first 3 pages.
If you're on a Windows PC, perhaps you can try right-clicking on the link and choosing Save Link As (or whatever is the equivalent) from the menu that pops up to save the file to your desktop instead of opening the file within the Adobe Acrobat Reader plugin in the browser you're using.
I'm also presuming you have Adobe Acrobat Reader installed on your computer. Are you able to open other lengthy PDF documents? If not, try uninstalling and re-installing the latest version of Acrobat Reader. I think the older versions used to pull down and display a few pages at a time instead of pulling down the entire document before displaying the first page; thus, if your link to the webserver broke before the document was pulled down, you got problems seeing subsequent pages. If you use the right-click and save option above, then you won't have that issue, but if this applies to you then you might as well upgrade your Acrobat Reader.

UDECOTT>UFF report> Systems
I have noticed in the media that Rowley keeps talking about systems and UDECOTT.
Kamla understands the urgency for the organization to run smoothly, and the six week plan would include policies and procedures to be put into place.
- The UFF Report came out in March 2010
- Board resigned March 2010
- Jerleane John appointed May 2010
- Board not reinstated to date
Processes and procedures can only be put into place with the relevant approvals by the Managers> CEO/COO> Board respectively. I am sure these organization has identified the issues and resolutions.
For and Implementation to take place a project plan with action items and timelines needs to be approved and executed.
How does Mr. Rowley expect UFF recommendations to be implemented in 3 months?
UDECOTT at some point will be performing a forensic audit. A rushed Implementation would only propose problems in the long run. As they say garbage in garbage out......
