HSF deposits

The Hon. Minister of Finance, Mr Winston Dookeran, has reportedly claimed that no deposits were made into T&T's Heritage and Stabilisation Fund (HSF) in 2009/2010.  The ex-Finance Minister, Mrs Karen Nunez-Tesheira, has responded that Mr Dookeran's allegation was wholly inaccurate, and made some other claims regarding the HSF during her tenure as Minister.  Both statements contain inaccuracies.

As I wrote before the General Election on 24 May 2010, based on publicly available documents on the Ministry of Finance's website, the ex-Finance Minister made no deposits into the HSF from Oct 2008 to Mar 2010 inclusive. However, there were press reports during the election campaign publicising the ex-Finance Minister's approval of a deposit into the HSF.  This was confirmed by the Central Bank T&T Governor Ewart Williams on 15 Jun 2010.  So, as the ex-Finance Minister said, Mr Dookeran's allegation is false.

However, Mrs Nunez-Tesheira's statement also contains inaccuracies.  I couldn't find the unedited statement in any of the daily newspaper websites, so I've copied it from Mrs Nunez-Tesheira's Note published on facebook.  Here are the issues I've got with her response.

Firstly, she said the deposit warrant that she signed on 28 Apr 2010 'represents surplus revenues generated from oil and gas up to Quarter 2 of fiscal 2009/2010.' {Read more}

The Dookeran Initiative

One must commend the Honorable Winston Dookeran for his continued visionary thinking in treating with the new political construct that has become Trinidad and Tobago. Widely and for a long time considered part of the national intelligentsia, his latest initiative seeks to deliver unto the Republic a true governance of / by the people. By announcing his intention to design a “dialogue process for all stakeholders to voice their opinions on the Republic’s budget, he leads a process (if genuine) of true participatory / contributory governance.
 
If successful, the inputs of not only the governmental technocrats but also the general public can find its way into the Appropriations Bill.
 
According to Mr. Dookeran:
                       
“Change does not come simply by saying it. Change comes by doing it. And doing it is what I will continue to do.”
 
 
True leaders automatically lay groundwork for others to follow and this initiative promises to be a modus operandi for other ministries to assimilate into their processes.

T&T 'Fire In The Belly' Politics.

There has been plenty of talk regarding Anand Ramlogan's comments on Winston Dookeran as compared to Kamla Persad-Bissessar, where Mr. Ramlogan commented that Winston Dookeran and his lack of charisma and/or passion  would not bring change to Trinidad and Tobago - thus explaining his personal motive for switching from the Congress of the People (COP) to the United National Congress (UNC-A). Some say that it was in poor taste, some say that it was accurate, some say that it was divisive to the Opposition to the ruling party (PNM), and some don't really care.

I'll just say its politics and that, knowing Anand Ramlogan's works for the regular people of Trinidad and Tobago second hand, I do respect him but it doesn't mean I agree with him in all things. With this, I am not certain and I am compelled to explain the principle of why I am uncertain.

And in explaining this, I'm not taking a political stance between COP and UNC-A, or between Winston Dookeran and Kamla Persad-Bissessar. I'm not even disagreeing (or agreeing) with Anand Ramlogan's comments. It all seems pointless to me, but it compels me to write about this in a broader context.
